The ashrak ring is like a smaller version of the hand/ribbon device of the systemlords and can also be used to "melt brains". (1) or, like the well known jedi trick, to control someones mind to get access to something and without the victim remembering it. Zat'arc isn't just one thing or person. It's a word for the affected person, or for the weapon.
